Discounting all those pre-WWII folks who might be even younger, a very close second is - Maurizio Pollini (born Jan 1942) was 18 years 1 month old when he won the Chopin Competition in Feb 1960. Just 2 months later he made a recording for Chopin's Piano Concertos that's now available under the "Great Recordings of the Century" series (EMI).
