Does anyone know of a low-gain valve preamp (say 3-6 dB) with an input that can cope with 4V without clipping?

 

And before anyone suggests it, no I'm not interested in a passive device.

Maybe look at Earl Weston's offerings 

 

His  6SN7 states Gain..........6db

and the Time Machine Specifications as Preamplifier / Headphone amplifier
Gain ..........12db (5db when using 6SN7)

Look at Schiit tube pre's, many have switchable  gains. The Valhalla @ 3.5dB may suit.
