As matters stand,  a TV station broadcasting licensee would need to reduce the number of its channels ("services") if it decided to stop broadcasting any of its channels in low bitrate SD. 

 

There is only a limited bandwidth of the radio frequency spectrum allocated to each licensed TV station.

Late model digital TVs can handle DVB-T2, a more efficient encoding system, and capable of 4K. However, I'm not aware of plans to go ahead with DVB-T2 in this country.

 

I think that expanding FTA in Australia is not currently seen as a priority.  There is so much available now, on demand, via streaming.
