It does what it says on the packet: it blocks DC from getting into your system and messing with the sound. Sometimes it's DC that's causing transformer hum – and this can cure it.

I have one of these, it did help prove that I had a faulty transformer in a power amp., which subsequently was repaired under warranty. The unintended benefit was that the included filtering is good enough that I miss it if it is removed, so I’ve left it in my system. GLWTS.
