airline refund rights

I travel often with work, and a bit confused with the below article, anyone can share some light, 

 

I thought the article was reading nicely that finally airlines being taken to task of no refund most policy most have,

so does that mean they are just going to continue on with this no refund stance ? 

 

"Jetstar chief executive Gareth Evans said the airline took its legal obligations seriously and had worked closely with the ACCC to update its terms and conditions to ensure compliance and make it easier for customers to understand their rights.

 

“Like other low-fares airlines in Australia and around the world, customers who purchase our cheapest fares cannot get a refund if they decide they no longer wish to travel," Mr Evans said.

“For customers who are likely to change their mind or need flexibility, we have a number of fare types that give them that option.”

As a former very frequent flyer I've been through this over the years.

 

If you change your mind or reschedule, you still won't get a refund on cheap, non-flexible fares. It just means that Junkstar etc won't try to tell you your non-flexible fare is non-refundable when they cancel/substantially delay a flight and you either re-book with someone else, or miss the whole purpose of your trip and decide not to fly.
