Aren't we past this yet? Because we live in a nanny state and pay some of the highest rents and wages in the world. Our "costs of doing business" are extreme. I have a theory that ALL retail prices in Australia are set indirectly according to the price of housing. Employees want increased wages so they can buy their $$$ overpriced McMansion and employers need to increase prices to remain profitable in spite of the wages/insurance/rent.
