Don't let the upscaling feature of the DVD-1730 be too much of a selling point as I don't think it will provide much more than a bit of placebo effect (especially if the scaler in your display is equivalent in quality). I opted for the 1930 with Faroudja and even then the upscaling (although nice) is still quite subtle. Any chance you can have a look at both of them in action? May help make up your mind.
