Further Information

I’m after a compact DAC with optical input and analogue RCA output. 
Something like a Schiit, Topping, SMSL would be perfect and must include the A/C power supply. 
It’ll be used to convert TV audio to analogue for an older analogue only amp.

If you're willing to buy from China through ebay, this is about as cheap as you'll get. No power supply but you can power it from your tv usb port.

 

I have one very similar and use it for the same purpose, it works a treat for general (non hi end) duties.

 

Could be worth a try?

I needed to do that in the man cave, so I got one of these:

Similar to what shmb is suggesting above, but mine came from Sydney.

 

Powered from any nearby USB port, or a USB Plug-pack.

Does up to 24bit/96kHz.  Works a treat.

I got mine 4 years ago and have noticed since that the same unit is sold under a bunch of different brand names depending on the supplier.
